HALUAN, also known as HALUAN Malaysia, is an acronym for the Association of Graduates of Malaysian Educational Institutions. Established as a Non-Governmental Organization (NGO) in 1989, HALUAN focuses on dakwah/outreach, education and welfare programs.
In the initial phase of establishment, HALUAN focused mainly on welfare programs and activities for members, particularly through family development and counseling programs. As an effort to support and contribute to the community, HALUAN also organised motivational and public education camps even in a limited capacity.
HALUAN now has 13 branches nationwide, and is also registered in Cambodia, Egypt, Jordan and the United Kingdom.
HALUAN expands its services in educational programs as well as humanitarian and community missions, involving voluntary efforts to help those in dire need. In addition to service in the homeland, HALUAN’s mission and activities have so far reached 27 countries.
HALUAN dakwah activities focus on strengthening the understanding and practices of Islam among Muslims including converts, as well as awareness programs about Islam for non-Muslims. Comparative religions courses are also organised for Muslims to understand the beliefs and practices of main religions in Malaysia.
Collaboration is established with NGOs such as the Majlis Dakwah Negara (MDN), Gabungan Dakwah Malaysia (GDM), Multiracial Reverted Muslim (MRM) and Malaysian Chinese Muslim Association (MACMA) as well as government agencies and state religious councils. HALUAN is also appointed as a committee member of YADIM’s Muslims Women Council.
Among others, HALUAN has established strategic cooperation to establish Al-Quran and as-Sunnah Academy in Gaza, Syria Community Educare Center (SCEC) in Turkey, and Palestine Community Educare Center (PCEC) in Lebanon.
While local education and welfare projects involve the establishment of 12 Pusat Pembangunan Minda Insan (PPMI) in Sabah, three Rohingya Community Educare Centers (RCEC) as well as Asrama HALUAN Penyayang (AHP).
In an effort to strengthen its role in regional and global humanitarian aid, HALUAN became one of the founding members of the Southeast Asia Humanitarian Committee (SEAHUM), which is a network of NGOs in ASEAN countries. HALUAN also joined forces with 44 NGOs and the Ministry of Foreign Affairs under Ops Ihsan specifically to support the Palestinian people.
Cooperation is also closely forged with Yayasan Hasanah and Yayasan TM as well as several corporate bodies in funding welfare projects. The public›s commitment to contribute is the main source of funds in HALUAN’s community projects.
HALUAN is an NGO partner of the National Disaster Management Agency (NADMA) in the Working Committee for Capacity and Expertise Development. In addition, the United Nations High Commission for Refugees (UNHCR) has certified HALUAN as an Implementation Partner in aid and education projects for refugees in Malaysia.
